Network Director

Mr. Ryan Lilly is the Director of the Veterans Integrated Service Network, the VA New England Healthcare System (VISN 1). He is a compassionate, servant leader who holds to the Veterans Health Administration's core principles of a High Reliability healthcare system. Mr. Lilly began his VA career as a Presidential Management Intern and has achieved continuous advancements through the VA ranks from medical center Finance Officer to Associate Director, Hospital Director, and now regional leader of VISN1. VISN1 is comprised of 8 medical centers, 45 community-based outpatient clinics (CBOCs), 6 nursing homes and 2 domiciliaries (residential homeless treatment centers) in Massachusetts, Connecticut, Rhode Island, New Hampshire, Vermont, and Maine. As Network Director he manages a budget of $4.3 B and oversees 17,000 employees. His network is the most highly affiliated network in the VA system with top medical schools and other learning institutions such as Harvard, Yale, Tufts, Dartmouth, Brown, Boston University and more. He strategically manages one of the largest medical and mental health research portfolios in the nation. He is currently a member of the VA National Academic Affiliations Council.

Deputy Network Director

Mr. Barrett Franklin, MS MBA CCE, after being appointed Acting Network Director for the VA New England Healthcare System in March of 2018, has returned to his position as Deputy Network Director September 2018. He joined the VISN Executive Leadership Team as the Deputy Network Director, and has served in that capacity since December of 2015. A part of the VISN 1 leadership team since June of 2012, he previously served as the Network Clinical Engineering Manager (Chief of Clinical Engineering). Outside of the VISN office has also served in other executive leadership capacities including a detail as the Acting Associate Director for the Manchester VA Medical Center. Mr. Franklin's tenure with VA New England Healthcare System began in 2009, initially with VA Boston Healthcare System, and then with Providence VA Medical Center, where he managed the Clinical Engineering Department. Prior to working with VA, Mr. Franklin worked in the Midwest for a large engineering consulting firm as a Medical Technology and Clinical Engineering Consultant, providing consultation services and project management for projects ranging from two to nearly 200 million dollars. A graduate of Leadership VA, the VISN 1 Transformational Leadership Program and a certified mentor, Mr. Franklin holds a Master of Science Degree from the University of Connecticut and a Bachelor of Science degree from Worcester Polytechnic Institute. He resides outside of Boston with his family.
